The Story starts with Lyell, Arlie ,Charlie and Joe. The four men that maintained and operated the Elmira Flood Protection Project.
They survived the 72' Flood and the 75' Flood. The DEC Operations was in its infancy. As time went on, equipment improved and the skills of this crew grew as well. Charlie was dedicated to the Elmira Flood Project, eventually he would be the Supervisor for the crew. New staff arrived and bigger projects would be done. Charlie was always up to the task and willing to learn new skills and make improvements to the project. Upgrades to the 2 pump stations, major work on Seeley Creek and shoal removal on the Chemung river would greatly improve the flood capabilities of the project. The City of Elmira and Southport owe Charlie a big thank you for your dedication to maintaining and operating the project for 40 years.
Rest in Peace Charlie and thank you for your devotion to your job.

Charles, I am so sorry to hear of your fathers passing. My dad was his boss at DEC, way back. He would come to our house in the morning before work, open the door, and say, "Where's my coffee?" Our dog Mischief, would just look up and go back to sleep. One day, for some reason, your dad had a suit on instead of normal work clothes, when he came. He opened the door, got " Where's my ....." before she was up, hackles raised, backing him out the door. She didn't recognize him in dressed up clothes! Mischief was a German Shepherd, I might add. She actually acted embarrassed once she realized who it was. Kept giving him looks, as if to say, "you just dont look right".

To my dear uncle Chuck,
I know we didn't talk much since my adult life. But always remember I love you and know that your up in heaven with the love of your life aunt pat. Hope the whole family is happy up there. And keep watching all of us down here. May you rest in peace.

Our family and Chucks grew up together , we already seemed like family and then he married my favorite cousin, Pat. When I visited , I always hugged him and told him thanks for taking such good care of Pat. Towards her end of being here on Earth. He took such great care of her, he was kind and gentle to the end of her time . I will forever remember that about him*
RIP Chuck, my solace is knowing you 2 are together ❤️ again.
